Digital Tachograph

Digital Tachograph

Digital Tachograph: A control device used in commercial vehicles engaged in road passenger and freight transportation; it essentially consists of a tachograph device with a built-in printer in the vehicle, two slots for cards, and a screen. It is connected to the gearbox through a secure sensor. The tachograph device in the vehicle is the brain of the system. It has the ability to store drivers' driving periods and duties in its mass memory for up to 12 months. Additionally, when requested by authorities such as the police, it stores information about errors, attempts to manipulate the system, speed limit violations, and calibration details in its memory. The digital tachograph operates with smart cards. Drivers, companies (operators), services (tachograph calibration centers), and inspection officials (such as the Police) each have separate smart cards tailored to their specific needs. These cards provide users with the capability to access and/or utilize the information stored in the tachograph device in the vehicle.

As part of the implementation of the European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR), which our country is also a party to, the use of digital tachographs (DT) has become mandatory. Within the scope of this implementation, the tasks and procedures related to the distribution of DT driver, company, service, and inspection cards are carried out by our Chamber.

According to Article 5 of Circular No. 2017/KDGM-4/ST, DT card holders are required to send the data recorded on DT driver cards to TOBB at least every 25 days. Moreover, the data recorded on DT driver cards will also be sent to the Card Issuing Authority by vehicle owner companies. Vehicle authorization certificate holders will be jointly responsible with their drivers for the transfer of driver-specific data.

On the other hand, as stipulated in the Road Transport Regulation, authorization certificate holders will archive the data recorded on vehicle units registered in the authorization certificate using the company card, on a monthly basis, starting from the date the vehicles enter traffic. This data will be sent to the card issuing authority designated by the Ministry in the month following the data collection. This practice will be applicable to both cargo and passenger transport drivers and companies.

The primary instrument for uploading this data is an online platform accessible through the website http://takograf.tobb.org.tr/. Data collection has already begun in the first phase of this project. In order to facilitate data retrieval from driver cards in our country, data retrieval kiosks will be installed in easily accessible areas for our drivers, in coordination with the Ministry of Transport and Infrastructure. The first kiosk has been installed at Ankara Logistics Center in Kazan. Additionally, these kiosks have already been introduced at 12 more locations to allow drivers to easily perform uploads.
